I skimmed through the engineering tech memo.  My only comment is on page 21.  Item 5 references 
the Umatilla Basin Project Phase III.  The Phase III Feasibility Study has been superseded by the 
Umatilla Basin Water Supply Study.  One of the alternatives being considered by that study is a full 
exchange for all parties diverting at Westland Diversion Dam (not just WID).
